Since 2002 the "official accountability" implemented in the Hong Kong special administrative region of China. The academic and the government pay high attention to the "administrative accountability theory" and its practice. Especially the "SARS" event in 2003, quickened the pace of the Chinese administration accountability system construction. Looking back ten years, the way of administration accountability in China, which experienced a number of major development, and each time the development is a gradual process of development and improvement. In recent years, the central government accelerated the pace of building the administrative accountability system, and all of its behaviors showed the determination of vigorously promoting the construction of responsibility government and perfecting the administrative accountability system. Local governments, which responded to the call of the central government, have enacted a variety of accountability regulations in recent years.This paper is consist of four parts. The first part is introduction. The second part is introduce the meaning, function, basis of Local officials administrative accountability. The third part is analysis the Local officials administrative accountability's development history and operating condition., the writer also analysis the reason which lead to the shortage. The fourth part is discuss the measures of consummating Local officials administrative accountability.The first factor is that there are various system standards promulgated by local governments which are different from each other, requiring unified national system standards, such as a special law about administration accountability system. The second, accountability covering is not sufficient enough, mostly for sudden or serious accidents, generally be recognized as the "emergency accountability". And accountability systems of each local government are mainly apt to investigate and affix the responsibility after events, not more concentrate on precaution. Besides, our nation lack of atmosphere for accountability culture.Although, in recent years, the masters consciousness of national is more strong, people still lack of government supervision consciousness. The consciousness of official rank standard is also very strong. Reciprocal protection of officials and seek right phenomenon is also very serious. Thus, it is very necessary to analyze current deficiency and problems of local government accountability and formulate corresponding measures to solve the problems.
