Protecting the right to adequate housing should be the basic demand of the constitution. The right to adequate housing should be confirmed by the fundamental law of our country. In the eyes of the economic law, the housing problem cannot be solved only by the market, it needs the national intervention to meet the housing need of lowest-income people and promote the realization of social equity. To aim at the housing problems of social security system in Tianjin city, this article discusses the implement and practice and improvement of social security housing policy.Above all, the paper embarks from general theory of the social security housing system, analyzes the social security housing connotation and clarifies relations between the social security housing and the social security. Moreover, analyzes the housing security system and legislation of main developed countries and areas, hoping from comparing different security housing systems and the legislation among these countries and areas in order to get some enlightenments for us. Once more, the paper studies security housing system's history and the present situation of Tianjin elaborating some problems exist in current social security housing system and analyzes the reasons. Finally in view of the problems existed in Tianjin social security housing system coming up with the basic system framework of social security housing system.making the legal system to protect the true nature of the housing can be a benign operation.
