In recent years, with the development of China's reform and opening up and democracy, the call of the responsible government is higher and higher. The establishment of the Blame-Taking Resignation Institution of Party and Administrative Leaders conforms to the trend of it. It is a common phenomenon in many western countries' political activities, and also an important system reflecting democracy and constitution.The Blame-Taking Resignation Institution is a new phenomenon in China's political life, which marks an important step of the responsible government construction, and represents the standardization of governmental authority an the clarity of governmental responsibility. However, the institution has just established, there existing many problems. It needs a long period of time to improve it.The purpose of this paper is to analyze the function and the necessity of the institution; to analyze the existing problems, and then find out the reasons, at last to explore ways to improve the system.Taking the Marxist dialectical materialism as guide, the paper will study the Blame-taking Resignation. In research methods, the use of literature searching, case analysis, etc will make the research more scientific and comprehensive.The article is composed of five parts:Part I, the introduction of the research background, the current research situation, the relevant concepts and theories, and the research method and ideas.Part II, the functional analysis of the Blame-taking Resignation Institution. It will break the traditional official position thinking, enhance the image of our government, and promote the responsible government building and ethical building;Part III, the development of the Blame-taking Resignation Institution and theanalysis of the existing problems.Part IV, the reasons that cause the problems. The article will identify the reasons from the angle of system, culture, supporting measures, etcPart V: some suggestions to improve the Blame-taking Resignation Institution from the aspects of the system itself, citizen participation, administrative ethics, and other complementary measures.
