On the construction of public serviceorientedgovernment, Guangxi compared with developed provinces and cities havea relatively large gap. This study is based on the province of guangxi 14 citygovernments public service expenditure, through quantitative analysis we found:local government concerning the people's livelihood public service supply has aimitation "Middle trend ". Public service of "Middle trend "means localgovernment expenditure on public service has middle orientation, in other word,local government has not much enthusiasm and importance this, but also notoverlook the public service in quantity and quality of the supply.The main reasons for this phenomenon are: the tax system's financial constraints;administrative officer promotion based on relative performance evaluation system;social construction "de-embedded"in economic development; building publicservice government's commitment is not low. The countermeasures are:improvement of the tax-sharing, strengthen financial support for institutionbuilding;changes the existing development pattern, strengthening social policysystem; creation the competitive examination system of " public service marketgrowth, "; strengthen the social security building, and enhance the ability to protectagainst risks; improve the performance appraisal system and strengthencommitment to higher credibility of public service government.
