The Research On Governance Model Of Policy Network

From the 1980's, the policy environment for public governance had exchanged largely with the evolution of postmodern condition, the emergence of administer potential for civil society, and the transition of public governance nonesuch. Thus, the traditional governance model couldn't demand the administered requirement for postmodern government any longer. As the special advantages for policy network for analysis on public policy area, it has gradually become the mainstream technique in western policy science research. The"typology of interest intermediation"and the"specific form of governance"are two basic fields for the development of policy network. By analyzing the administer factors in administer theory and policy network theory, we can confirm the fact that the policy network can meet the requirement for postmodern government and achieve effective governance as a new administer model.The governance model of policy network is not only a normative theory, but also a practicable controllable model: it makes up the deficiency in the bureaucracy and market governance model. This thesis integrates methods of overall analysis, comparative analysis, normative analysis and positive analysis to construct, amend and consummate the framework of the policy network model; For the first and second part, the classic literatures for governance and policy network are summarized, and the common part between them is analyzed by overall analysis to build a theory basic for policy network governance; In the third part, the two factors of policy network are studied, and the new proposition for policy network governance is educed, with the help of normative analysis; meanwhile, by analyzing its theory, model and strategy arrangement, the model of policy network governance is constructed; In the forth part comparison between the model of policy network governance and the model of bureaucracy and market governance is conducted to demonstrate the applicability of the model of policy network governance using the comparative analysis; In the fifth part, we expatiate the examples of the model of policy network governance (the model in the USA,UK, and European continents) in micro, meso and macro arrangements, meanwhile discuss the multi-level governance by set the policy network governance. In the European Union for example to demonstrate the practicability for the policy network governance; At the end, we evaluate the governance model of policy network, discuss its advantages and weaknesses as a model of governance, meanwhile, amend the model of policy network governance from the view of structure-level, systems-level and regression network analysis, amend it from the view of structure-level, systems-level and regression network analysis. Lastly, we research some elicitations for our country from the governance model of policy network.
