Reasons Of Urban Community Services At A Low Level For A Long Period

In the late 1990s, China began to carry out National Community Development Experimental Zone to explore the urban community service system. Ten years of practical experience has confirmed the truth that the community service has indeed made remarkable development from the exotica to the localization. But for the long run, the community service system still has insurmountable bottleneck trouble, particularly for the neighborhood community service.China city community service includes of the administrative service and the professional community social work service. During long-term mutual penetration, the professional community social work service has made the mode of embedded in the administrative service. The administrative service depends on the management of localization, and service radius of the professional service mismatch the radius of management service.In the practice of community service, it shows that the professional community service is weak, the administrative community service is powerful, and it still has some contradiction between the supply and demand of service. In particular, it reflects that the community service is focus on the ritual oriented service, the labor of the administrative service is stronger then the professional service, the community service is in short of supply, and some service projects can not carry out.Characteristics of the model are mainly about the contradiction of service projects on the threshold radius of service and the administrative geographic radius. For some projects which are not perfect, or can not carry out, the service radius is too large beyond the geographic radius, and is constrained by the administrative scope. For some project, the number of population of threshold service is too small.Therefore, the service radius of community service projects should not exceed the maximum service radius at first. Secondly, it is not less than the minimum threshold service population.With the community practice and community development model, this paper presents following policy recommendations. The community service system should be improved. It should establish identity community services. And it should found the non-territoriality of the classification. For the professional service, it should increasing community workers and optimizing professional standards. For the community management model, it should weaken the management and stress the service. For the mainly participations, we should encourage the enterprises and young people to join the community activities.
