This thesis is established in the reality of Implementation of discipline system for the civil servants, especially, by the implementation of Civil Servants Act and The Regulation on Disciplinary Action for Civil Servants in Executive Branches. Through survey, historical research, holistic studies and comparative analysis, analyses its situation objectively, as well as evaluation. On the base of its courses of history, practical situation, implement effect, starts with analysis cases, identify the problem and solutions.Since the founding of the People's Republic of China, the discipline system for the civil servants, which has been through the stage of foundation, weakening, creation, developing, innovation and complement, has become a complete system. A Constitution based system of dieseline is implemented by supervisory organizations or the organ of appoints and removes administrative personnel, which has complete administrative procedures. As far as its practice is concerned, nationally, formulating related laws and rules is emphasis to promote the development of discipline system for the civil servants, as well as use supervisory from various channels. Viewed from the experience of some places where inquiry learning is practiced, first of all, making a set of detailed rules in the light of concrete conditions. Secondly, combine the punishment with management. Thirdly, make more reviews of out standing problem existing in civil servants. By the effective adoption, remarkable accomplishments have been achieved in this regard in recent years: the awareness of observing law and discipline has strengthened, administrative efficiency has improved, government functionaries honest and industrious has been kept.Although our discipline system has achieved accomplishments, there are two major problems in the operative level. One is that lack of complete and unified rule of execution to cause punishment is divorced from practice. Another one is that the disciplinary procedures for the civil servants who serve in party organization, NPC organization and CPPCC organization etc aren't clear and standard. Therefore, this paper put forward a proposal that central organizations make a standard and unified rule of execution and procedures.
