The independencedevelopment trend that this text continues pointing out is the direct reflectionthat service government's administrative environment changes. As to thegeneralization of the connotation of service-oriented government, this trendhas a very important influence.In the third part, this text discusses the connotation of service-orientedgovernment from essence, value, role and thought in detail: 1.The essence of service-oriented government: The development of theperson and the development of the society. The essence of service-orientedgovernment is that serve for the development of person and the developmentof society. This text thinks that we should replace human-central andsociety-central to development of person and development of society,because we consider that these are the choice of value in formally, and this isdisadvantage to guiding practice. This text point out, because of the tie ofhigh centralization-power political system and high planned economy, thedevelopment of person and the development of society emerge fromincitement of the environment of ages. The person's development can bedefined that the process of raising the consciousness of self-determination,developing the ability of self-independence, cultivating the spirit ofself-discipline and pursuing the appearance of freedom under the rule . Whatthe development of the society means that the process that society has theability of self-development and self-regulation, then course to theharmonious social development finally. This text points out further, that thedevelopment of person and the development of society should be developedin harmony. It is emphasis the harmonious of development of person and thedevelopment of society that make the regulation as essential and specialservice. In long term, the regulation or management is a serve for the person'slong-term development and the development of society.2.The service-oriented government's value: Democracy, fairness andefficiency. The service-oriented government's value is the comprehensivesystems of democracy, fairness, and efficiency. The essence of democracy isthat social members participate in social management, the value ofdemocracy lies in realizing and ensuring people's right. The servicegovernment must regard democracy as basic value; it is inherent requirementof the person's development. This because that independent develop ofperson and society demand for respecting and ensuring citizen's personalfundamental right independently, and the service-oriented government can'tmeet citizen's independent development unless regarding democratic value asguidelines. In modern society, it is the important foundation and environmentfor the development of the society and person to have fair, just environment;it is a common need of personal development and social development. Wethink that so-called just means in fact being deserved, equal, balanced andoverall.The service-oriented government should make the relation among thegovernment and the society, government and citizen in order essentially, andcreate the good environment which suits to citizen and the society'sdevelopment. Main content and object of service-oriented government isperson's development and development of the society, so, service-orientedgovernment must regard fairness and just as the guide value in action byoneself, this is the need of coordination of person's development anddevelopment of society. In thetraditional public administrative theory, the government's goal is decided bylegal; and the government's responsibility is to reach the legal goal accordingto the law strictly.
