The dominant industry determines the general development situation of the region. For the last few years, different types of projects have been introduced to Jindong District in the process of economic development, resulting in "over competition" of small scale, low centralization, scattering structure and influencing the improvement of comprehensive competition of economic power. Beginning with the definition of dominant industries, the article explains the basic theory and choosing standards of dominant industries, sets up the principle of industry scale, market demand, department driving, comparative advantages and technological progress and determines the index system of demand, technology, scale, economic return and industry advantage according to the practical situation of Jindong District and stages, regions and connections. Food processing, general equipment manufacturing and metal products are considered as Jindong's dominant industries by using the evaluating system. Suggestions are also included in the article, such as the preferential industry policies, wide financing ways, industry chains attracting, industry structure bettering, new technology improvement, talents cultivation and industry environment optimization. The article at last put forward that the economic development of county-level in China should make good use of self-advantages, enlarge the industry volume, locate the industry base and advantages and select and cultivate the dominant industries within the region by selection and positive analysis of the dominant industries in Jindong District. The article further points out that it is of great importance to set up the industry structure with comparative advantages and enhance the economic power by the construction of dominant industries.
