Beyond The New Public Management

NPM ascribes the malfunction of bureaucratic governments to the organizational structure, methods of management and pattern of function, so it tries to solve these tough problems by introducing organizational structure and methods of management of private firms with mechanism of market into bureaucratic government. However, critics to NPM predict the failure of these measures by theoretical analysis. Meanwhile, reform's experience from many western countries has also proven the defect of these measures. The causes of failure are not only coming from defects of these measures, but also coming from oversight over the political defect of bureaucratic government. Scholars of post-NPM, just like Danhart and Greve, bring forward new reform patterns that are just towards these political defects of bureaucratic government. The new reform patterns based on political orientation will start a new way to push government reform ahead. In the realm of public administration of our country, as not only are we lack of theoretical thinking on political problems , but also lack of corresponding measures to these problems, the new reform pattern from western countries is very important to us.
