How to increase farmers'income has been the key to the agriculture-peasant-rural problem (APR) in China, and one of the main causes blocking the further development of China's economy, not only interfering with China's ability to achieve a comparatively well-off standard of living, but maybe also bringing out other conflicts in society. Only by promoting farmers'income as rapidly as possible, can the problem of the non-equilibrium development between rural and urban areas be solved, and a sustained, rapid, and healthy development of China's economy become a reality. As Lvliang is one of China's 18 large impoverished areas, it is especially difficult to promote farmers'income there, and thus it provides an academic subject with important practical implications. This Paper selects the income of farmers in Lvliang prefecture, Shanxi Province, as the object, uses new research methods taken from modern developmental economics, system economics, agricultural policy sciences, and agro-technological economics etc., anatomizes all the issues blocking the development of the rural economy in Lvliang prefecture, including environmental issues, system issues, labor resource issues, market issues etc., and then evaluates the present situation facing the rural economy in Lvliang prefecture. Finally, the paper puts forward a frame design for the future development of the rural economy in Lvliang prefecture and suggests ways to promote its development, and increase farmers'income. The author thinks that, in order to promote development of the rural economy and increase farmers'income, a series of measures should be adopted. Firstly, the internal agricultural structure must be adjusted, non-agricultural industries should be developed, market mechanisms should be improved, and fiscal support should be strengthened. Meanwhile, the quality of labor must be improved, the innovation of rural systems should be accelerated, construction of fundamental infrastructure, and of small cities and towns, should be intensified, so as to guarantee the farmer an increased income in Lvliang. In addition, special attention should be paid to the work done to assist impoverished farmers, and poorer farmers should be helped to overcome difficulties, in order to resolve key problems.
