The impoverished village governance is an important part of China rural governance, but also on the rural governance Chinese important point. Along with the continuous in-depth reform of rural areas, agriculture Agricultural policies policy in the new period, the countryside, Brought new hope to the traditional poverty village governance, and to ease tensions between the state and farmers, But from a realistic point of view, poor governance way in rural development has not achieved the desired results, so quickly to the traditional village has brought a new round of poor governance dilemma, the relationship between the state and peasants did not show the expected goal of harmonious interaction. However, research found that the effect of poverty village in Guangxi Province governance significantly, the relationship between the state and farmers undergone great changes, the "leading to the countryside," the practice is widespread in town.So this paper choose Guangxi Napo County Pingmeng as case Village, on the basis of empirical research, through microscopic study, in "Anatomy of a sparrow" type of flat pingmeng traditional backgrounds and poor governance under the same "leading to the countryside" comparative analysis of practices in poverty alleviation and development process, from a governance perspective of poor villages, poor governance concerns the relationship between the state and farmers changes, and reveal "leading to the countryside," the internal mechanism of the formation of practice governance in poor villages."Leadership countryside" effective joint practice and rural autonomy further promote farmers’ cooperative, thereby resolving the plight of the poor villages of governance, and ultimately the formation of benign interaction between the state and farmers.
