The Research Of Public Service Crisis Management In Hangzhou

The explosion of SARS brought forth a new problem for our government to solve, that is , how to construct a perfect management mechanism to efficiently control public crises . Therefore, as to public service crisis management, the key to good public crisis management lies in: raising the crisis awareness in routine management , establishing corresponding anti-crisis system to prevent crisis, carrying out the preparatory emergent plan proposed on the basis of routine management. The author thinks not only we should attach importance to the software factors in the arrangement for controlling public crisis, but to the hardware construction, such as the fundamental facilities construction and the reserve fund for controlling public service crisis, training professionals from different fields, the improvement in scientific researches and technology, and so on.This paper analyzes the current condition of public service crisis management in Hangzhou. With the analysis, this paper discusses various crisis factors, and puts forward the ideas and methods of improving and perfecting crisis management and the organization system, and the rules of investigating and affixing the responsibility for crisis in Hangzhou. This paper also puts an emphasis on the preventive measures against public service crisis management, and the emergency measures against natural disasters by studying the preparatory plan and monitoring and early warning systems of public service crisis management in Hangzhou.
