The Research Of Our National Government Performance Evaluation

As an important government administrative management tool, government's performance evaluation has important significance to our government challenge faced after the accession to WTO, to coming into being "the administrative management system of behavior norm, turn round coordinate, just and transparent and honest high-efficient "that was put forward in the 16th National Congress of Communist Party of China , and to fine full play the role of supervising government behavior, raising government performance, improve government image. Since 1990s, our country scholar has started to studying it, and applying it combination with our national conditions. But it faced a series of problems, such as non-scientific evaluation system, unreasonable relativity, lack of the relateddemocratic environment and corresponding standardized operation procedure etc.From the government's theory and conception, this thesis carries on corresponding research for the basic conception to the government, government's function, government role, government's idea and proposes that our government should be the limited service government of making the people satisfied, and then on the basis of these, it studies the government's performance, government' s performance evaluation. Through these basic theories, the basic conception research, we draw a conclusion that our government should be the limited service government of making the people satisfied and should pay attention to the economy , efficiency and result in government work.On the basis of theoretical research, this thesis designs index system from three degree of economy, society, and politics degree and then structures an evaluation model of integrating the analytic hierarchy process theory with data envelopment analysis theory. Through using the analytic hierarchy process, we can test and assess composite indexes of the government performance evaluation in the two performance period, we look on the composite index in the first period as index of reference, other as the present index, and then we regard index of reference as input index and other as output, use DEA model to test management validity that reflects government performance raise. Finally, we describe government's performance through two-dimention space comprise of present index and management validity coefficient.At the end of the thesis, regarding affiliated region municipal government of heilongjiang province as the target of evaluation, we make a simple instance, by using evaluation index system and model we expounded.
