A Study On The Administrative Ethical Responsibility Of Contemporary China

As a long time, the main steam of public administration is only paying attention to law, institution, organization and efficiency. Mostly, they are striving to "value neutrality"and "instrumental rationality". Researches in public administration always relate to rationality model. Certainly, these qualities of public administration, as a primary way to adapt the multiplicity politic and industry of modern society, it has great importance. But, the subject of public administration is man; it means that the action of administration must contain the aims and methods of ethic. In fact, there was a common reflection to the "instrumental rationality"and "scientism"in the field of human science. The birth of public administrative ethic was meeting to the social developing. This article is starting at analyses the conception of "administrative ethical responsibility ". "Administrative ethical responsibility "is in an ethical view to caring the problem of administrative responsibility. It is a thought method, a value preference and complex idea of responsibility. It has broad sense and narrow sense. Then, the article expounds the basic content of "administrative ethical responsibility "and ascends to the "administrative ethical responsibility "developing process in idea history. At the end, with the foundation of analyzing the reality need of "public administration", we argue that we can from individual administration virtue educate and ethical administration surroundings cultivate two directions enforce the "administrative ethical responsibility "construction. This article argues that "administrative ethic responsibility"conception can be comprehended to three levels: firstly, it is a grasp to center question administrative ethic researches and administrational ethic action. We think researches in administrative ethic's center are the value opinion of administration ethic. The final aim of public administration is advancing the nation's social aim, advancing the citizen's public interest. So that administration's value preference must advance the aim's realization. The subject of administration must responsible for this aim. The subject must build up opinion of administrational responsibility, it is of course must build up administration value opinion. So responsibility is the center conception of administrative ethic. From Hegel's opinion, only the stage of ethic was the stage of "unrestrained for self". So we say, ethic responsibility this conception to represent that quality of high level. So we can grasp the administrational responsibility and administration's value opinion better. Therefore we also realize that the "administrative ethical responsibility "is different from responsibility of administration in normal level, such as the responsibility of administration politic, legal, and moral. It is higher than normal level, but also contain them, "administrative ethical responsibility "is responsibility in legal, politic, economic, moral, but it is more ethic. We can say that the concrete responsibility of administration in normal level embodies the "administrative ethic responsibility". The "administrative ethical responsibility "is refining from these administration responsibility levels, it is a grasp of administration action from higher philosophy level. Secondly, it claims in the traditional public administration practice, beside the aim of efficiency and economic, we must add social justice, it must be a complex value opinion. At the last, it is a method of thought. It demands us from man's ethic need and defines ethic measure when we analyze and resole the public administration problem. From these understanding, we can definite "administrative ethical responsibility"as: from broad sense, it is an attention to public administration problem from ethic view, it is a method of ethic needs, it is a aim to economic efficiency, but also aim to social justice. It contains administration responsibility in normal sense, such as administration responsibility of legal, politic and moral, it is a complex opinion of responsibility. From narrow sense, it refer to the duty that the subject of public administration must afford in the practice of administration, and the negative consequence they must responsible to when they disobey the moral duty. Moral duty of administration is administrator's duty, defined as moral standard. In this sense, "administrative ethical responsibility "is the same to "administrative moral responsibility". To think about and protect the public profits, to promote the efficiency basing on the priority of fair value, to be honest in performing the office duties, to punish the corruption, to be faithful in the discharge of the duties, all those consist of the basic intension of contemporary China's administrative ethical responsibility. In Chinese and west tradition society, the "administrative ethical responsibility"exhibit the character of "faithful responsibility ", this article research the "administrative ethical responsibility."idea history was mainly teasing the "administrative ethical responsibility"developing process since the western public administration has birth. I divide this stage of "administrative ethical responsibility."researches into three periods: tradition administration period, turning period of public administration, new public administration movement period and the period after it. We think take more attention to "administrative ethical responsibility", it is the demand to resolve different responsibility conflicts, it is the demand to change the social govern pattern, it is also the demand to rebuild current administration of China. Cultivating the "administrative ethical responsibility"can mainly from two directions, one direction is educating the administrator's virtue, and the other direction is cultivating the administration surrounding. Comparing the two directions, education the individual administration virtue is more important. Because the subject of administration is the man in the realty, "administrative ethical responsibility"from outside rule to inside rule, become an administration moral, must transit a process which change from "disciplining by others"to "self-discipline", end at a ethic stage "disciplining by others"and "self-discipline"been a unity. Only the public administrators were under the golden of this ethic responsibility, they could responsible for administration. Certainly, public administrators are acting in certain surrounding. The surrounding effects the action of public administrators, so cultivating a health ethic administration surrounding is important too.
