The Psychological Problems Of County Level Administration Decision -making Brain Trust And Research Of Measures

While the reformation and opening-up incessantly deepens and socialist market economy system becomes perfect, the problems and contradictions faced by the county level administration decision-making becomes more and more complicated. Brain trust as a decision suggesting institution, takes part in the government decision-making, the county level administration decision-making brain trust has the psychological problems, at different extent, and haven't got enough recognition. Therefore, it is very necessary and urgent to study on this problem. B ased upon investigation and practice, this artical analysises and lucubrate the psychological problems of the county level administration decision-making brain trust,in the argument way of putting forward problems, anabysising and solving problems. At first, this article summarizes the development function and the feature of the county level administration decision-making brain trust, and expatiates the significance of studying the problems, and brings forward many psychological problems when the brain trust take part in the decision-making. Taking WuXue-a common county as an example, this paper deeply anatomy the reasons of those problems from organization structure, operation procedure, personal factor and historical custom. At last the paper puts forward four measures to resolve the problems:(1) county government pays more attention to the brain trust; (2)to optimize the organization structure of the brain trust; (3)to improve the operation procedure of the brain trust strongly; (4) to improve the quality of members of the brain trust.In this way,it can improve the psychological environment of the brain trust, and inspire their activity and creativity in decision-making to provide a better service for making practice.
