Researches On The Official Accountability System Of The County Government

Pursuing the ideas after their coming into being, namely, "Responsibilities accompany the authority, exercising authority is supervised, compensation for rights' invasion is compulsory, " the new leadership put forward the official accountability system which is motivated by resigning to take the blame. Following the democracy within Chinese Communist Party and the Village's voting, it becomes a very spotlight for Chinese system reform. Studying the official accountability system can be of significance in furthering to construct the responsible government, in perfecting socialistic democratic theory, in reforming governance paradigm and in transferring cadre institution as well. Based on the relevant researches at home and abroad, this thesis analyses the present official accountability with an impersonal attitude, then discusses the existed problems and barriers within the implementation of the official accountability system. Furthermore, it brings forward some countermeasures.Except for the introductory part, three sections are included in this article.The introduction is to state the background for its coming into being and the reason for this research, then analyses the significance and evaluates its present researches. At last, it discusses the writing techniques and angle of view.The first section focuses on the expounding of relevant definition and theories. First, it introduces the system and characteristic of the county government, as well as the definition. Second, it discusses the range and traits of the county governmental officers. Third, analyzing the connotation and formation of the official accountability system. The paper points out that the county government is the skeleton organization, in which the executive officials is under the county party. It plays a significant role in local polities, economy and culture. The official accountability system is not a single part, but a unity including the interrogators and its authority and responsibilities, the range and content of the interrogees, the process and means of the accountability system, etc. Finally, It states the theoretical bases. The theory of people's dominion, democratic political system, as well as entrusting-agency theory and good governance are taken into account.The second section analyses the county official system ecologically. It states the phenomenon for the implementation of the official accountability system. Continualdevelopment of economy, bettering politics, improved public opinion and awareness of democracy and right-maintenance, all of these attribute to the pursuing after the official accountability system.The third section discusses some countermeasures to the existed problems mentioned above. First, perfecting all kinds of responsible systems to clarify the responsibility and authority of the government. Second, integrating the interrogators and bettering the means to higher the effectiveness and efficiency. Third, constructing the relevant system to get the support. Last but not the least, intensifying the construction of administrative morals to enhance the officer's ethic.This paper takes the county government into account and studies the county government official accountability system. Then analyzing the connotation and the characteristics in detail and discussing the system operation, development as well as phenomenon. Last, it puts forward some suggestions including perfecting all kinds of responsible systems to clarify the responsibility and authority of the government; second, integrating the interrogators and bettering the means to higher the effectiveness and efficiency; third, constructing the relevant system to get the support; last but not the least, intensifying the construction of administrative morals to enhance the officer's ethic.
