The impartiality of the appraisal work on civil servants is the key and guidingprincipal in the management work of civil servants. It is the foundation for the worksuch as awarding, punishing promotion, recruitment, and training of the civil servants.Its impartiality could motivate the active working attitude, improve the caliber andefficiency, prevent and eliminate corruption and enhance the administrative capability.With the publishing and implementation of "The Provisional Regulations on CivilServants"(1993) and "The Provisional Regulations on the Appraisal of CivilServants "(1994), a legal framework of the appraisal work on civil servants was setup and enhanced. However, both research and practical work on civil servantsappraisal is insufficient now due to the late introduction of this system into ourcountry and the late publishing of "Law of the People's Republic of China on CivilServants". The appraisal work on civil servants has proven itself incapable ofadapting to current situation, which is demonstrated by the injustice of the appraisal,imposing a negative effect on this system and its function.This article analyzes the ways and harms of the injustice of the appraisal whilesummarizing the appraisal experience and practices home and abroad. The unfairnessshows as follows: allocation of quota in proportion, taking control power in turn,listening to the leaders' willingness, never-offending attitude, the unserious way ofworking, untrue result of democratic assessment and unfair awarding and punishmentetc. All of this hampers the positive working attitude of civil servants and brings theappraisal away from its initial intention.According to these phenomena, the author goes deep into the causes of theinjustice of civil servants appraisal, which can be analyzed from four respects such asideology, environment, means and supervisor's capability of the appraisal. Forideology, the leading cause is the misunderstanding of appraisal work and the impactof traditional culture;for environment, the leading cause is imperfect legal system,functional obstacle in motivation;for means, the leading cause is the thoroughappraisal work, unscientific appraisal system;for supervisor's capability, the leadingcause is deficient capability, cognitive mistakes, communication and feedbacknegligence etc.This article begins from the perspective of ideological and political education,combines the theories of ethnics and management, takes in the idea of workingfulfillment of human resources widely used in enterprises and raises the strategies toensure the impartiality of appraisal work on the basis of analyzing the practices andreasons.We should see that the appraisal work on civil servants does not exist anddevelop isolated and the improvement of this work will not only rely on thefunctioning of all the above elements, but also on the progress in the civil servantssystem and social culture and ideology. With the advancement of the political andeconomic reform of our country, we have reason to believe that the appraisal workand system on civil servants will have its progress day by day.
