Civil servant appraisal is one of the important aspects of our government's human resource management.It's also the important and difficult part of human resource management department.It provides a basis for civil servants' rewards and punishments,training,promotion and demotion,payment.It's also an efficient means of improving the government's work and performance.For the above reasons,civil servant appraisal is necessary to be researched and optimized.The thesis synthesizes civil servant appraisal theories from domestic and international,and conducts a systematic study of the civil servant appraisal's contents and common ways.On this basis,using the performance appraisal theories of the business circles for reference,applying the empirical analysis method,make a research of the present situation and problems of CPPCC of Licang district.By the method of MBO,360-degreses feedback and comprehensive weight,the thesis provides an optimum design of performance appraisal and proposes the safeguards to insure the implementation of the design for CPPCC of Licang district.
