NPO is a parallel mechanism to Government and Market, but under the current system, the affiliation to government restricts the development of itself. How to promote the reform in the governmental institutions, to grow the NPOs, to social self-determination and realize the objective of "Small Government and Gig Society" is an significant and realist task.By analyzing the process of foundation and development of IN-SHP, the paper discusses the relationship and its essential between the NPO and government. According to the special background in China, an interaction relationship should be created between NPO and government. Meanwhile the paper also discusses how to create this kind of relationship and its significance.The paper contains five parts: the first part introduces the logical definition of NPO and the development in China; the second introduces briefly IN-SHP; the third one expatiates the relationship between NPO and Government among the framework of current legal system from the legal status, organizational structure, fundraising and restriction; the fourth relates the essential of the relationship and its influence on NPO; the fifth brings forward creation of a new type of relationship to promote the social renewable development.The paper believes that Chinese NPOs shall solve the problems not only on how to coordinate the cooperation with government to set out the social problem, but also on how to interact with government, stick for the citizen and promote the mechanism transformation. Cooperation is not the unique relationship model. The interaction shall be an active factor, which will promote the progress of both.
