Western governments have been focusing on the performance of public sectors since the new public administration movement was launched in the 1980's. the performance management, which had been proved valid by the private enterprises, was adopted by the western governments as a new tool to promote public sectors" performance. Promoting our government's performance is also the goal of Chinese administrative reformation. Since the Government's performance depends on her civil servants' performance, therefore, to promote the government's performance need to improve the civil servants' performance. That's why we say that it's the key point in our administrative reformation to apply the performance management and design a valid motivation mechanism which will stimulate civil servants to improve their performance and the government's as well.Chinese government always pays the most attention to the reformation of Chinese civil servant system, which can be illustrated by the following two documents, one is the Temporary Regulations for State Public Servants promulgated in 1993; the other is the newly implementing the Civil Servant Law of People's Republic of China. However, due to the negative effects from the old personnel system, the modern civil servant system doesn't make us feel satisfied yet and has some problems and faults.
