The Contract Governance

The traditional Plan—monopoly supply mechanism of Public service of cities has caused the law—efficiency and bad quality, and can't meet the requirement of international competition and domestic development. First of all ,this essay, starting with the evolution of concept development of public service, considering the problem of urban public service of China transitional society, taking the reference from the theoretical innovation of foreign countries and based on the practical development, puts forward the contract governance —the new model of the urban public service . The basic point of this model is that the process of the supply of the urban public service is a bargain process between promoter and producer, and the bargain is completed by signing the contract with the superior contract arrangement, that making the supply of the urban public service more efficient. The second , this essay puts forward two kinds contract arrangement: Substitute contract arrangement and reciprocal contract arrangement based on the study of the characteristic, mechanism function etc and the analysis of the viability of the model; The third, this essay analyzes the advantage and problem of the contract governance when it practices the supply of the urban public service. Finally, this essay suggests the foundation system arrangement of the new model of the urban public service.
