From the eighties of the twentieth century, western countries reengineer government in order to settle economic stagnation, financial crisis and the descent of the public satisfaction. Performance management was introduced to the public sectors after it was carried out successfully in enterprises. Twenty-first century is a golden period and knowledge time. In our country, society is coming into a fast development and revolutionary days full of opportunities and challenges .our administration sector should take efforts to catch such good development opportunities and improve capacity of administration, driving economic prosperity and promoting economic and political reform. In modern times, administration sector should provide public goods to serve people. This role not only lies on the state nature but also the aim of public power. Government is not only the manager but also the provider of public goods and service. How to improve capacity of administration? We need to innovate continually by using new and effective management ways and thoughts. Administration finds the best management ways to adapt themselves so as to improve the administration performance effectively. This article puts forward three mainstream management ways and discusses the necessity of management ways applied in administration. And also talk about how to apply these ways to boost administrative performance. This thesis is composed of four parts:Part one: The Necessity of Introducing New Measures in Administration: administration facing new situation, problems in administration and the requires of government system reform.Part two: Benchmarking: brief to benchmarking, the necessity of introducing benchmarking and how to Carry out benchmarking in administration sector.Part three: Psychological contract: mechanism of psychological contract, the function of introducing psychological contract and how to carry out psychological contract in administration sector.Part four: Balanced Scorecard: The introduction to Balanced Scorecard, the possibility of introducing Balanced Scorecard and how to Carryout Balanced Scorecard in administration sector.
