| At present, the urban lowest living security is the core of Anti-poverty System in urban areas in China. It plays an important role in keeping the basic living standard for the poor groups of people and mitigating the social polarization brought by the economic reform. The government carried out this system completely and got a good social effects since 1998, but there are some problems need to be solved in measuring the minimum living ensurance level and indentifying the objects and the capital operation mode.Based on the discussions of the abroad and domestic measure methods and combined with the facts in Quanzhou, this paper puts forward to a new idea to measure the urban lowest living security criterion which is adjusted with the family-scale, family type and the society economy development, using the radices which is the sum of food-criterion and non-food criterion. And this paper draws the measuring index systems and programs of the urban living security criterion. This paper researches on the problems such as"social rejection"to benefit receivers, wrong qualifications for some benefit receivers, difficulty in auditing the benefit receivers'other income, and the phenomenon of multiple claims by the same person in different districts based on theoretical analysis and experiences, then it puts forward to the solutions to these questions institutionally. This paper performs the Game Theory analysis on the active urban lowest living security criterion based on the execution and the problems of distribution and capital collection of urban living ensurance in Quanzhou, and discusses the new distribution mode and puts forward to that the capital distribution by financial service companies which is a significant improvement over the traditional distribution channels. Finally, this paper sets up the appraisement index system to evaluate the effects of social distribution mode of the urban minimum living security system based on the analytic hierarchy process method.
