Studies On The Operation Effects Of Minimum Living Standard For The Urban Residents

The large-scale urban poverty problem happened in the 1990s, when it appeared to be inadequate to deal with the risk by the social insurance system China established. The reform has entered a crucial stage, and China establishes the minimum living guarantee system for urban residents as the last line of defense to overcome difficulties. The minimum living standard for the Urban residents is the core part. The minimum living standard is not only the figures. What is more important, we see the social benefits it has generated in the social macro-environment. Through the perspective, the research has important strategic significance to solve the large-scale poverty issues on the integration of economic and political restructuring from the theoretical and practical combination.The thesis studies the operation effects of minimum living standard for the urban residents. Based on theoretical bases of the poverty, the social justice and the harmonious society and the realistic bases of the social macro-environment, social security policy adjustment in the government and the reaction of the minimal living crowd, the thesis explained the importance and significance of the minimum living standard operation for the urban residents. Through the analysis of the minimum living standard operation, the thesis studies the several key elements of human, finance and material which affect the operation effects in order to find the reasons. Finally the related policies are put forward to improve the operation effects of minimum living standard. Combined with the related theory, the thesis studies the operation effects of minimum living standard for the urban residents in the city of Anshan in Liaoning Province, providing relevant data, interviewing relevant persons and analyzing the achievements and problems in the actual operation. Theoretical research and empirical studies can complement each other and promote each other, and we found the gap between the policy and practice running.The author attempts to analyze minimum living standard for the urban residents through two theoretical and practical ways from a new perspective--the operation effects.It is observed from the number to the social angle, which greatly promotes the establishment and perfection of China's urban poverty line, provides a theoretical basis and the operation measures for the determination and adjustment of minimum living standard and enriches China's anti-poverty strategy theory.The author hopes that the research can provide some ideas for the relative study in future.
