The Research On China's Socialized Fire Control Administration From Scientific Development View

In recent years, many researchers have focused attention on the affairs of set up a socialized administration system of fire control and push forward the fire control socialized progress in our country. It has also become a key target as it pointed out in document of"Project 161"of Fire Department of Ministry of Public Security:"gradually set up and perfect the socialized fire control security administration system conforming to market economic system, deepen civil understanding and improve people's quality concerning about fire control security, obviously accelerate the improvement of fire control security environment."It is imperative to reform the fire control administration, and it is also formed a consensus in this field -- change the traditional administration mode of fire control which solely controlled by Fire Department, establish a new mode of socialized administration of fire control. This paper is based on writer's working experience of fire control and theories during the study; his research is focused on construction of fire control system.In order to make a comprehensive research, the writer make the best of various theories and methods to pursued his study, such as system theory, controlling theory, information theory, innovation theory and new concept of fire control sociology, and under the guidance of scientific development view. It firstly made retrospection on the process of change and development of China's fire control administration system, sought for the problems which existed in present fire control affairs, used the typical and useful experience of developed countries for reference, and analyzed the main factors that to impeded progress of sustainable development of fire control administration. Moreover, it made a perspective reform strategy study on the fire control in the first 20 years of 21st century. In order to adapt the demands of economy development and advance with the times, finding a way to get great-leap-forward development, the paper put forward"one, two three, four, five"set-meal type construction scheme of socialized fire control administration. That is, to stimulate one creative thinking, forming"three-grade prevention"concept; carry out two administrative methods-- prevention in advance and procession circulation; to perfect three-grade supervision system, making all people involve it; put up the"four promotion"fire control education--enhancing civil security quality; set up five- branch systems, putting technical fire prevention measures into effect.
