"People's Republic of China civil service laws"(referred to as "civil servant laws" in the following part), which was executed from January 1, 2006, integrated "taking the blame and resigning" for the first time. It causes the taking the blame and resigning of official to step onto institution, standardized and legalization track. This system may rich the management content on civil service greatly, and unimpeded the withdrawal path of civil servant. It can change the "governing by non-interference" aspect of our civil servants that "only promotion but no demotion" and" cherishes only the hope of avoiding mistakes or blame instead of striving for achievement", enhance the sense of responsibility of civil servants, fill the blank between undertaking and not undertaking the legal liability for the officials who make mistake effectively, perfect the responsibility investigation mechanism of civil servants. It can promote our country's political civilized advancement and the construction on civil servants' occupational ethic. It can also enhance the responsive to public opinion, set up the good image for the government that "the power used for people, the sentiment is always about people, and the advantage is seeked for people". Besides, it urges the change from "stormy" action to institution and governmenting by law on asking the responsibility to the civil servants.Taking the blame and resigning is an important way for the officials who make mistakes to undertake the political liability and the moral responsibility on their own initiative. It is a behavior that they rebuke themselves. But in the process of the concrete implementation of the system, the effect is far from the original intention, not entirely as desired, even meets working resistance from various aspects. There are many phenomenon not resigning out of mistakes, lax execution, mere formality. Some officials who "have mistakes" take advantages of twisted understanding and disguised execution of the system, they makes it become a protective umbrella under which they can escape legal liability and administrative responsibility. This affects the solemnity, authority and fairness of the "civil servant laws", and harms government's good image in people's mind. Therefore, we must consummate the system on taking the blame and resigning comprehensively, construct the practical and feasible accountability system and display the system effect practically to Enhance and consummate the management on civil servants especially. This paper analyses the difficulties and corresponding reasons in the process of implementation of the system now in China. From the two angles of system and ethics obtaining, uniting heteronomy and autonomy, the consummating measures are proposed. In exterior, we need perfect and perfect system to guard the officials who make mistakes have to resign. While ethics and the construction on politics cultural can stimulate the motivity from their deep hearts to resign awarely.The paper main text is composed of four parts. In the first part, I want to explain the basic connotation of taking the blame and resigning, analyze the responsibility which the leaders undertake from the responsibility angle of view. It lays the foundation of the study on the behavior that the leaders take the blame and resign. In the second part, I mainly analyze the important influence which the system of taking the blame and resigning has taken to the Chinese present system, and summarize the significance of the implementation to the system of taking the blame and resigning. In the third part, I mainly analyze a series of questions as well as the responding reasons which appear in the implementation to the system, which provides the basis for the consummation of the system. In the fourth part, in view of the barriers which appear in the implementation to the system and learn from the predecessor studies, I discuss strategy choice of the consummation to system separately from the two angles of system stratification plane and the ethics stratification plane. The ponder to the consummation on the system is the key part and goal of this paper. Hope that it can supply some beneficial enlightenments for the consummating the system on our civil servants management from a limited view.
