As a conspicuous new phenomenon emerged in our political life, the implementation of the blame-taking resignation really has achieved certain effect in the construction of responsible government, the shaping of good government image and the enhancing of officials’responsible sense and so on. However, in resent years, with the continuous quietly return of blame-taking resigned officials, the problem of the out of blame-taking resigned officials has gradually become the focus in public and the hot issue in the public management filed.The return of blame-taking resigned officials is an essential part in the blame-taking resignation system. Researching the return of blame-taking resigned officials has important significance in the perfection and operation of the blame-taking resignation system, the maintenance of government image and credibility, the construction of legal government and responsible government, and the protection of the citizens’ right to know, to participate, to express and to supervise. Therefore, this paper chooses the return of blame-taking resigned officials as the research object. Through the case analysis, the paper reveals the problems in the return:the return time is short, the return reason is not clear, the process is lack of openness and transparency, and the public participation is low. Then find out the causes of these problems:relevant laws and regulations are not perfect, the openness of information is not enough, the tracking mechanism is lack, and the evaluation mechanism is lack. At last, based on the existing research, the paper proposes several countermeasures to perfect the return system:firstly, perfect the relevant laws and regulations; secondly, clear the return conditions; thirdly, strengthen the openness of information to make the return process transparent and improve public participation; fourthly, establish the evaluation mechanism; fifthly, establish the illegal comeback accountability mechanism; sixthly, strengthen the construction of the social supervision mechanism. In the end, this paper mentions that comeback is not the only way for blame-taking resigned officials. Officials can try to do other jobs, such as to teach in universities or to work in non-profit organizations. This can reduce the probability of the occurrence of abnormal comeback.This paper has two innovations:first, only meet the qualification and mature conditions, can those resigned officials return. Second, the return procedure of blame-taking resigned officials which includes return proposal, investigation and publicity, public evaluation, return decision and return publicity, is different from the normal selection and appointment procedure.
