A Study On Government's Early-warming Capability To Crisis

At present, China is in the transition period of developing economic .As the constant development of social system and structure, many kinds of social contradiction and problem are emerging frequently, have cause the threat to the civil system. The accident and natural disasters what had happened constantly not only ruined people's life and property, but also put challenge the ability of social management of the government .The normalization of the crisis indicates the urgency of increasing government's capability managing the crisis. Because early-warning is an essential link in the management, primary prerequisite of strengthening the government's management capability to crisis is to strengthen the government's early-warming ability to crisis. For this reason, a study on government's crisis early-warming ability is very important not only in theory but also in practice. Having studied the management theory to crisis for many years, developed country, especially America, Japan, is quite fruitful ,Comparatively ,China start just now , even so ,we have made many results. This paper studies mainly government's crisis management from the visual angle of early-warming ability, using comparative method. It not only combines experience theory and tactics theory, but also combines the practice and theory. The paper comprises of the following four parts.I,Theory foundation of government early-warming ability to crisisThe public crisis means an accident which ruins civil order, people's property, public safe and social value. It is very difficult to early-warming, because it is uncertainly, sudden and destructive, at the same time, the policymaker's early-warming ability is to be expect very much. Government's early-warming capability to crisis means analyzing the crisis situation making the policy and putting it into effect quickly under the condition that time, resource, manpower and information and so on is very limited. Particularly, government early-warming capability to crisis includes the ability of cognizing crisis, obtaining information concerned, adapting to changes and resolving crisis. It is very important to strengthening government's early-warming capability for China's economic and social development. It can reduce the life and property loss of country and the people, safeguard the government's legitimacy, establish the government's good image.II,Thought of ideal mode of government's early-warming capability.There are a lot of modes to deal with crisis all over the world now. The ideal mode is the goal that we pursue to and the scale that we examine the practice, which is composed of four factors. 1,perfect information network. It should be a netted, multi-channel system. 2,sound system. It should include alarm system, information system, promulgating system and harmonizing system and so on. 3,fast response mechanism. 4,ripe behavior tactics. Government should use various tactics to obtain supports of government public relationship domestic or foreign. There is a gap of zone and ideology among China and western country, but the ways to deal with the crisis are parallel. Developed country, especially U.S.A. and Japan have established sound system of management of crisis and achieved experience from management of crisis. It is significant to advance the early-warming ability of crisis of China. The character of developed country on the early-warming ability of crisis comprises of the following four parts: emphasize on 1,skills of science and technology to control the condition of society, especially statistics information, mode of mathematics and computer. 2,the functions of emergency system .3,transmit information and respect the right of know 4,manage to crisis by different standard.III,Problems of government early-warming capability to crisis.The government organization system influence management capability. At present, too many layers of organization, over-concentration of power cause greater constraint to our government early-warming ability to crisis. The laws and regulations of crisis management of China are still imperfect. Legal on crisis are absent not only overall legal but also special legal. It is very important of policymaker personal factors in the period of managing crisis. A policymaker without responsibility, consciousness, good psychological quality and abundant knowledge is unfavorable to the management to crisis.IV,Ways to heighten government's early-warming.The culture of administration will influence government's activity. China tradition administration, such as "officer's standard", exert a bad influence on the on the administration behavior. We should reinvent the administration culture to deal with crisis of high frequency. To begin with, establish humanism idea; what's more, import crisis awareness to our administration culture; turn the standard of government performance evaluation from quantity to quality and security. Besides the reinventing of administration culture, it is important to establish a flexible, high-efficient government's organization system. Firstly, strengthen government's control system, conform all social problems to government's control. Secondly, advance the process of government's institutional framework doing away with a hierarchical system, reduce the level of the government organization, expand the range of government's organizational management. One of the superiority of legal system lies in forming the unified action. Strengthen construction of the crisis legal would improve the early-warming efficiency, to crisis, and promote the early-warming ability of the crisis.
