| In spring of 2003, a sudden calamity made a great attack on our country. The spread of SARS caused great damages on our economic activity, social activity and the lives of people. The outbreak of SARS indicated that our government faced an exigency because the irruption, urgency, uncommon and destruction of SARS. It also predicated the tremendous pressures from society. Society would go on confusion if quickly effective measures wouldn't be taken. In this period, there was only little time for government organization to response and make a decision. However, right decisions and effective implements in SARS crises management would make a direct influence on the steady of the governmental regime and the public images of the government.Because of these, it is very important to set up a self-contained early-warming system. It not only can lower the extent of damages caused by crises, but also can calm down the sudden disaster with small expenses to recover usual social order and stabilization. Though the self-contained early-warming system, people can analyze, process the information that they have followed up and gathered and make exact judgments. According to these results, some certain mechanism of crises management can start-up, actions can be taken to keep within limits and eliminate the elements that might cause the outbreak and shape of crises.The paper use the combination method of quantitative analysis and qualitative analysis to turn the qualitative issues to quantitative issues and to systematism the outcomes of the research. The first part of the paper mainly introduces the correlative conceptions and theories of SARS early-warming system. The second part of the paper constructs the subsystem of the early-warming system like information subsystem, people's psychology subsystem, etc. The last chapter introduces and analyses the urgency organization system of public sanitation events and puts forward suggestions and opinions of the construction of the crises management of China. |
