On the other hand, from the service-oriented government's point of view, the paper analysis the conjunctions between service-oriented government and these requests. Mainly includes: the service-oriented government is rooted in the socialism basic values; The service-oriented government's establishment is helpful to the national economy development and the country competitive ability enhancement; The service-oriented government has manifested the request of democratic political development; The service-oriented government's establishment is the need of strengthening the governmental responsibility and the party spirit establishment or cultivation of clean government; The service-oriented government adapts the information time challenge. Through such two aspects elaboration, the article has analyzed the service government is the target model of Chinese governmental reformations.The third part of the article focus on the main hindrances and obstacles in the process of service-oriented government constructing.The article believes that, awareness of officialdom standard and authority standard is deep-rooted; transform of the government functions obvious lags to market economy development; the governmental huge apparatus, low efficiency, and the official quality obvious is unsuitable for service government's request, all of above are the main hindrances in the constructing process.
