Currently, the civil-servant system has been established in many countries. The civil-servant employment system by examination is the symbol and fundamental characteristic of the civil-servant system. The establishment and execution of the civil-servant employment system by examination in our country fully embodies the profound reform of the cadre and human resource mechanism. As a member of the civil-servant management staff, the author participated the organization and execution of the civil-servant employment by examination in Jiangsu province in recent years and recognized that the study of employment system by examination is beneficial to establish a civil-servant team with high efficiency, to promote the improvement of the current employment system by examination, to publicize the significance of the employment system by examination, and to direct the management practice of the civil-servant management staff.This paper firstly introduced the birth and development process of the examination system of the ancient and present time and foreign countries and China, then compared the common points and difference of the examination system between China and western countries, and then presented the civil-servant examination employment process and the problems existed. On the basis of that, the current problems in our country's employment system by examination were analyzed. Finally, the paper proposed the viewpoints to perfect the employment system by examination, which are to establish the complete system of the civil-servant examination system, to execute the uniform country-wide civil-servant professional quality examination, to establish the independent civil-servant examination employment management organization, to perfect the civil-servant examination employment management mechanism, to decide the application criteria and examination content by function, to adopt the standard test and increase the practicality of the test and perfect the interview, to properly increase the stimulation practice and psychology test in the examination, and to strengthen the feedback function after the examination.
