The comparative research on the civil service system, has great theoretical and realistic significance in the foundation and completeness of the civil service system in our country. In order to effectively managing civil servant posts, it is needed to found and complete the civil servant management mechanism at first. A complete civil servant management mechanism is the precondition and foundation of the effective management on civil servant posts.In comparative research on the civil service system between the US and China, taking the reality of our country, it is needed "to select the refined and discard the crude" which would significantly boost the reformation and development of Chinese-characteristic socialistic civil service system. Using comparative and exemplificative research methods, this thesis applies the dialectic materialism and historical materialism methodology into the systematic comparation Sino-US civil service system at the point of post-management. The reinforcement on the post-management is the core of the civil service system. At the meanwhile of discussion on single system such as entrance exam, training, checking, rewards and Punishment and etc, discussing the management mechanism takes cognizance of the structure of civil service system in both countries. In addition, making the Sino-US selective civil service system as the keystone, and discussing more on the recent hot topics such as posting by competition, selecting in public, announcement before appointment, term of appointment, post probationership system, tenure system in some posts and etc, finally it comes to the author's view. It makes sense to the boost the modernazition of jural and managing civil service system in our country , and the foundation of Chinese-characteritic civil service system.
