Open Selection System of party and government cadres (hereinafter referred to as Open Selection) is a Chinese-peculiar practice in the socialist cadre and personnel systems, which can effectively encourage outstanding leading cadres to excel, and effectively prevent and overcome the unhealthy practices in seniority and nepotism in Open Selection. As an indispensable means and method, psychological evaluation is crucial in achieving Open Selection goals.Taking as its starting point the source of Open Selection and its psychological evaluation, this paper holds that psychological evaluation of Open Selection is in line with China's national and political conditions, the related questionnaire is reasonable in reliability, and has theoretic grounding in such aspects as organizational behavior, human resources and study on talent. In the meantime, it also analyzes its deficiencies in theory and methodology and suggests the theoretical basis that Open Selection psychological evaluation should have. This paper also has a specific analysis of Open Selection psychological evaluation, including the following five functions: identification, diagnosis, guidance, forecasts and humane care, and points out the practical significance as concerning leading cadres' mental health, alleviation of psychological pressure, forming a positive outlook on success, and creation of good administration of psychological environment. Lastly, based on the present situation and problems existing in the Open Selection psychological evaluation, this paper advises optimization of psychological evaluation and proposes some strategies and ideas, in a view of accelerating scientific and institutionalization of Open Selection, and the development and improvement of its psychological evaluation system.
