China’s process of social transformation is accompanied by a complex institutional change. Since the reform and opening, China has large scale of system construction and innovation in the political, economic, social and other fields, which led to a huge and thick system of broad-brush. Since21st century, China’s economic development and social transformation promote the modernization of national system construction, meanwhile, the system transformation and system innovation triggered our deep reflection on the existing system effectiveness. Only adhere to the scientific outlook on development as guidance, through in-depth understanding and analysis of problems existing in the existing system as well as the deep reasons for these problems, to analyze and evaluate both the degree of the effectiveness of the system, which can continuous upgrading of the level of modernization of national system construction, to promote the steady development of the state and society, ensure the national interests maximize, maximize the well-being of all people.The key to the success of China’s socialist construction is to choose the right person, so the effectiveness of selecting and appointing cadres system is particularly important. In recent years, the corruption of China’s leaders’selection and appointment, no matter the quantity, scale and levels, is in the rising trend, which is demonstrated by the "official positions","Buying and selling" and "cronyism" and other acts; At the same time, the error led to the "promotion" in spite of oversight of choose and employ persons and events such as "duty" in spite of being frequently exposure, which reduces the candidates of credibility and also affects the public trust in government. Currently, the selection and appointment of leading cadres has become the most critical and important issue in the reform of China’s political system and government management.Under the context of the development of the socialist market economy, China’s local governments in response to the new government management challenges during the social and national development, and under in the process of deepening the reform of the cadre and personnel system, the government also has to compensate for both the cadre selection system in some ways a "failure", which bring the open selection of leading cadres system as a system innovation to face the new situation. From the perspective of institutional change, the elective system through bottom-up and top-down creation and development. Currently, as one of the China’s cadre selection and appointment system of public election system has gained the recognition and promotion of the central policy, it does not means that the "effectiveness" of the public election is not required to undergo the scrutiny of scientific research. Under the background of the current system of national modernization, to explore the effectiveness of the public elective system, which could able to clear system existence problems and the future direction of the development.Around the validity degree of public selecting the leading cadres system? The core problem is how to evaluate the effectiveness of the public election system? With these two issues, this paper established the framework of the assessment of the effectiveness of the public election system, from assessing the starting point, to assess the effectiveness of the assessment basis and assess end result, which is trying to make realistic logical answer to the effectiveness of the public election system.First of all, to understand how the effectiveness of the public elective system, can’t just focus on the system itself, and neglect the relationships among system, system environment and the actors. In this paper, based on the theory of institutional change, and using system analysis method, this paper expounds the creating of public elective system’s dynamic factors. From the longitudinal dimensions, the paper sort out the more than20years’public elective system development history, and the practice status of public elective system in the contemporary government governance environment. From the horizontal dimensions, the paper compares the public elective system and the traditional cadre system’s differences and the advantages.Second, the effectiveness of the system research as a starting point to sort out and define the connotation of the system, classification and function; From related literature about the system effectiveness to analyze the composition of extracting system effectiveness concept, which provides a theoretical basis for public elective system effectiveness assessment; From the related policy about public elective system, analyze the value target of the system, the function orientation and selection criteria, which could be the evaluation of the public elective system effectiveness; Combining the above two parts are puts forward six dimensions to the evaluation of the effectiveness of public elective system.Third, according to the six dimensions evaluation of the public elective system effectiveness, the paper selected the Kunming city’s (Principle of Yunnan Province) nine public election from2008to2011as cases for empirical research, and combined with secondary data to analyze the present situation, the characteristics of Kunming’s public election system. Using in-depth interviews and questionnaire survey to collect relevant data, to evaluate the effectiveness of Kunming’s public elective system, and the empirical results show that the degree of the effectiveness of the elective system in general.Finally, the conclusion of the study for the assessment of the public election system effectiveness, which is concluded from the concept of factors, interest factors, path dependence, institutional factors and system factors, and the analysis of the deep factors influence on the public election system, in order to further improve public system effectiveness and to provide the reference.
