Modernization is not only the process of economic growth and technology innovation, but also that of ideological and cultural progress. Government, with all its the administrative power and according social production, has a direct impact on the process, which in turn makes new ethical demands for the administrative government. Ethical administration has become both a necessity to guarantee the administrative legitimization, and a necessary orientation of ethical modernization. On the other hand, ethical administration, given all its political, economical cultural functions in modernization, also illustrates an ethical perspective into administration is a powerful propeller in social modernization. The optimization and improvement of ethical administration is a basic requirement to facilitate the progress of modernization.Social transformation demands for a simultaneous transformation of ethical administration. Just as Michael M. Harmon observes, ethical administration has to adjust itself to the changing society with an aim of social justice. Unfortunately, the adjustment has not quite been practiced in China today. Lack of an ethical concern in out administration finds expression in the common practice of imbalance of administrative value, insufficient awareness of responsibilities and rights, indifference in the civil service, abuse of power, "political show", incomplete system of government credit, etc. Individual lack of the concern, accordingly, is not uncommon. All these problems challenge the justification and legitimization of public administration, might harm the national political, economical and cultural interests only too obviously, and eventually threaten to slow down our progress of social modernization. They may have resulted from both inside and outside the administrative milieu. The construction of an ethical administration is a systematic one and asks for a comprehensive and all-round perspective into it. It should, undoubtedly, take into consideration of the ethical education of the administrative workers. Some basic goals of ethical administration in our modernization include maintenance of public interests, public-service-oriented administration, efficient, clean and responsible administration still optimized by justice. To put these into practice, outside control and inside ethical restrain should be done, the former referring to system reform, reinforcement of law and jurisdiction.
