Study On The Management Approaches To The Information Safety Of Army In The Hi-tech Age

In the high-tech age, information safety, related to the safety of military secret, plays a leading role in safeguarding national security and interests as well as guaranteeing to facilitate army development and battle. With the basic function of safeguarding national security, army, an essential part of state apparatus, is the strategic and crucial point of information safety of national defence. The organs and departments of army, in particular senior leading organs and key departments, are in charge of a large amount of confidential information. If the information leaked to the enemy, the country and army would be seriously jeopardized. Therefore, the information safety of army is in close relation with the construction of national defense and army. It is essential and of paramount significance to protect the military information due to not only the building of national defence and army but also the interests of national safety.Referring to the basic theories of management, quantitative analysis, emergency management, the thesis is devoted to elaborating the concept and features of information and its safety, introducing the concept and importance of information safety management, enumerating the categories, vehicle forms and new characteristics of current army information, discussing major threats facing the safety of army information against the high-tech backdrop and the status quo of the information safety management of the Chinese army and then seeking the existing main problems and causes that are lagged-behind concepts, lack of sound working mechanism, effective laws & regulations, qualified personnel and up-to-date technologies, etc. Finally the thesis explores the management approaches to the information safety of the Chinese army. The approaches are concluded as based upon 3 basic laws, i.e. seamless link-up between peacetime and wartime, hardware and software treating both the incidental and fundamental aspects simultaneously as well as harmonious integration of technology and management so as to fulfill six major tasks, i.e. well training IT talents, strengthening internal management, strictly and clearly stipulating laws and regulations on information safety, self-developing state of the art technologies on information safety, reinforcing classified management on military information and enhancing electromagnetic spectrum management. The suggested approaches will contribute to building information safety management system of the Chinese army in a scientific and standard way.Due to its pertinent, feasible and instructive content and approaches, the thesis is the first comprehensive introduction to the existing categories and features of the Chinese military information. The management theory is applied for the first time to analyze the existing problems in the information safety management of the Chinese army, accordingly finding the solutions and providing a whole package of practical strategies, which is of practical and instructive significance. Besides, the thesis also serves as a good reference to other Chinese information safety management.
