The Construction Of Honest And Credible Government Under WTO Background

The absences of governmental credit seriously hinder the development of our country's economy and society after five years of entered WTO. The credit of the governments met with a severe challenge after China's entry into WTO. It's very urgent to construct the governmental credit against this background. The basis of concerned theory analysis to governmental credit, with a perspective of institutional analysis, the thesis analyses the absence of current governmental credit and puts forward some thoughts and approaches to construct governmental credit.On the basis of concerned theory analysis to governmental credit, to accordance with the principle of"raising problem, analyzing problem and settling the problem",the article is organized and divide into three parts, besides the introduction.:The first part discusses the relative theories of governmental credit. Based on the multidimensional perspectives and analysis of related concept,this part defines concerned concepts and describes the general feature of governmental credit。Then it general analyses the theory basis of the advancement of governmental credit problem, and state the significance of constructing governmental credit. The second part is the institutional analysis of the absence of our governmental credit at present. It mainly includes the following parts: describing the main manifestation of the absence of our governmental credit at present and exploring its institutional origin. The third part raises some political suggestions for the constructing of the governmental credit at present.The innovation of this thesis lies in analyzing of government credit problem with a comprehensive application of the theory of politics, economics, sociology, management, ethics, law and so on. The thesis not only analyzes the theoretical origin of the government credit in the angle of history but also analyzes its effects, not only summing up its phenomenon of absence of government credit but also probe its system origin, and on the basis of the analyses, raises some methods of constructing a credit government from kinds of angles and levels, and these system innovation is realistic directed and operational to some extent.
