Upholding the scientific concept of development as the overarching strategy for all efforts in the pursuit of socio-economic development, the CPC and Chinese government take the training program of civil servants as a major initiative. According to the status quo, with the implementation of The Law of Civil Servants, the training programme for civil servants is to accomplish raising their competency, and targeting standardization, systematization and legalization. And, nevertheless, this work still needs to be developed and better systems will be put in place. Compared with that of developed countries, the object and mode of the training programme are not standing in line, and the advance of competency is not parallel to the intensity of training. These two problems commonly exist in the training programme for civil servants, and therefore, how to make the quality and competency of civil servants abreast of the times and needs of the post becomes a focus of attention in academe and government.As the forefront of reform and opening-up, the city of Shanghai is undertaking the national task of pushing forward with"Four Leads"and"Four Centers"initiatives. Enhancing and improving the training work is an urgent demand of building a high-quality team of civil servants and an efficient government. Having undertaken a lot of training programme of government, the writer is familiar with the history, present and problems of the training programme for civil servants in Shanghai. In the writing of this thesis, the writer attended the civil-servants-training symposium organized by the Organization Department of Municipal Committee and the Personal Bureau, and participated in the revising work of the eleventh 5-year plan for civil-servants training in Shanghai. The writer thinks that establishing a mode based on the competence advancing is an effective way of enhancing and improving the training programme for civil servants.To begin with, this paper introduces the relative notions, regulations and theories about the training programme for civil servant, including backgrounds and common characteristics between domestic and foreign countries or regions. Subsequently, the thesis on the meaning, character and application area of competency theory, comparatively research the situation of the work home and abroad, based on competency, and concludes the experience to be used for reference. By analyzing the structure, basic conditions and characteristics of civil servants in Shanghai, the thesis points out the problems existing in current training work, which is dissected by competency theory. In the end, combined with the situation of the General Office of Shanghai Municipal Government, the thesis brings forward a training mode for civil servants in Shanghai, which is based on adjusting the trainers as well as setting up the competency model. The writer hopes this thesis will offer a reference for further optimizing of the training programme for civil servants.
