Development Of Electronic Government Affairs And Construction Of Service-Oriented Government

Since the 20th century 70's, constructing the service-oriented government has become the common tendency to which the various countries'governments reform. In order to comply with the world reform tendency and meet the need of social development, accelerating the diversion of government function and constructing service-oriented government have become the definite target of our government transform in the"Eleven Fifth"Plan. Under the spread information condition, the key to sharpen the service ability of government lies in the full conjunction between service-oriented government and electronic government affairs.The central thought of this article is that point out the core value idea of service for public in the foundation of analyzing the development of electronic government affairs and construction of service-oriented government. Comprehensive construction of service-oriented government depends on the development of electronic government affairs. Meanwhile, the former provides the perfect environment for the latter.The main body structure of this article is divided into three major parts: the first part is to introduce the background statement of developing electronic government affairs and constructing service-oriented government. Meanwhile, present situation of research to this question and overseas development survey of electronic government affairs. In the second part, the author analyzes the problems existed during the development of electronic government affairs in China, which is based on the developing statement of our country'electronic government affairs. By exploring the relation between electronic government affairs and service-oriented government, the writer points out that it is necessary and inevitable for the combination of related two things. The third part formulates the thesis with the three main models of electronic government affairs and the realistic examples, and put forward some suggestions about how to improve service efficiency and ability of electronic government affairs and promote the construction of service-oriented government.
