Production Of The Chinese Service Administrative Ethics

Rationality is a important tool to realize and solve the social problems, but the basic thing is the assurance of the human nature. Building the service government should construct the complete external control system, we must lead the civil servants to train the inside control system (personal faith, morals, values, etc).The objective requirements to create the service administrative ethics follows as behind: Political modernization and the morals responsibility which Chinese government to bear when building the harmonious society. Service administrative ethics is the deeply thinking to the value of the service government, also it offers value support and value direction to administrative staff members. Today ,the production of the service administrative ethics have enough conditions: Economic freedom is the basis of political freedom. The establishments of the market economic system in China has divided the control to the citezens by political power, Citizens begin to interact with the government; Western ideas of freedom and democracy in China began to be generally recognized. Citizens' political concepts have accumulated to the level to upgrade, from passive acceptance into conscious maturity ,from been control into social autonomy; the Chinese Communist Party's pursuit to improve its' ability to govern give the government and the administrative staff higher demands in subordinating to the law, Community values, political norms, occupational standards and the interests of the citizens.The way how to delegate authority will change the responsibility orientation of the executive staff basically. And the responsibility orientation determines the nature of the administrative Ethics. Service administrative ethics considers serving for the people as the value orientation, and it is formed in the process of interacting with citizens morals.The direct election which carried out gradually in China's current political reforms creates opportunities for the service administrative ethics, the change of the way how to delegate power will impact the administrative staff 'responsibility direction and the value orientation significantly. on this basis ,there is also much to do to strengthen the recognition for direct election , to promote the reform of the administrative system, to improve the administrative ethics legislation; the moral consciousness of administrative staff is the way to administrative responsibility.
