Civil servant is an important component of national human resources, it is the party and the country's link with masses. Civil servant examination as an important part of public human resources management, plays an irreplaceable role in building a high quality of the civil servant troop.In this paper, based on the theory referring to foreign civil servant examination, empirical analysis method used, in the light of the fairness problem of Civil servant Performance examination belongs to S town and the problem that examination Can not effectively mobilize the initiative and the civil servant guidance nature is not strong, proposed some suggestions for improvement, to further improve civil servant management and Improve the administrative efficiency of S town. First, Investigates resident satisfaction level, to found out the inhabitants'satisfaction level with the government and the influencing factors. Factor analysis and Logistic regression analysis methods were used to analyze the questionnaire data. Based on this quantitative analysis. Found that residents' satisfaction level close to comparatively satisfaction; The disclosure of Government information was not enough deep and bread, affecting residents Knowledge of government and its civil servant; The professional quality of civil servants become the important factor to the inhabitants'satisfaction with the government. Second, through deep interviews with 22 civil servant, to find out their views and opinion on performance appraisal and its influence to them. Through the interview results analysis, found that information of the civil servant examination does not smooth, Degree of kinship between the leadership and civil servant, and leadership will, affected the justice of civil servants'examination which belongs to S town and also affected civil servants'initiative.In the end, this paper put forward such advice:make the government information known to the public, public participate evaluation, adopt the back to back evaluation, enhance performance communication and performance training, complete the civil servant's daily examination system.
