The training of civil servant gets more attention along with the issued of Civil Servant Law. As an important tache of training of civil servant, training effectiveness evaluation of civil servant will be the key of measuring whether or not to achieve the aim, measuring the method's superior and inferior and measuring whether or not the content of the training is right. Therefore, it is necessary to compose a scientific and reasonable training effectiveness evaluation system of civil servant. Scientific and operable evaluation will insure the favorable path of training and the quality and benefit during the process of training of civil servant.Now, there are some problems hold back the development of training evaluation, such as appraisers by default, single composing of appraisers, inoperative evaluation indicator system and single evaluation method. Thus, this paper based on human capital investment theory, transfer of training theory and Kirkpatrick's four-level model of training evaluation analyzes the deficiency of training effectiveness evaluation system of civil servant in existence and tries to make an exploration to perfect and cultivate muti-bodies, to choose perfect methods. Using the experience of training effectiveness evaluation of foreign governments and enterprises for reference, the paper adopts Delphi to choose evaluation indicators and compose a evaluation indicator system of civil servant training effectiveness including four first-grade indicators, they are reaction level, learning level, behavior level and outcome level. Besides, there are eighteen second-grade indicators. This paper also applies AHP and Fuzzy Comprehensive Evaluation to fix on index weight and designs the flow of evaluation to construct a perfect training effectiveness evaluation system of civil servant.The example of training effectiveness evaluation system of civil servant of Dalian proves the rationality and practicability. This paper also concludes the difficulties in practical and the matters should be paid more attention to in future.
