During the time of economic globalization and political multi-polarization, governments are faced with intense competition and enormous challenge. Human resources development and management has become the core of competitiveness among today's organizations, especially the governments and nations. A high- performance government, a government for the people, a government with scientific rationale, a government according to law and a government running strictly needs a group of civil servants with a strong sense of public service and high scientific ability to govern to achieve. This new situation asks the work of the civil servant Training for the new requirements, it is necessary to fully understand both the civil service Training is a long-term strategic task, and also an urgent and realistic task. As the main bearer of Government's various functions,the civil servants only have to update their own knowledge structures, enhance the level of knowledge in order to advance with the times, blaze new trails,and in order to achieve the grand goal of the new era. Civil servant training is an effective way to develop human resources, improve the overall quality of the civil servants, and is an important guarantee to build a high-performance administrative system.China's civil servant training stays in training needs analysis and planning, training project implementation stage mainly, the work of training effectiveness evaluation is still far from enough. Although both our national government and some local places have introduced policies and regulations on civil servant training effectiveness evaluation, but most of them only to guide the civil servant training effectiveness evaluation to some extent but the actual practices remain to be further improved. This paper attempts to accord to theories, combined with national and Chongqing's policies and regulations, to build a set of civil servant training effectiveness evaluation system, hoping to help the local work of the civil servant training effectiveness evaluation.Firstly, this paper tells the related theoretical foundation such as human capital theory, new public management theory, motivation theory and other training effectiveness evaluation model such as Kirkpatrick model, Kaufman's five-level evaluation model, Phillips'ROI evaluation model and etc. And then for the main evaluation bodies, the evaluation methods, the evaluation contents, through a questionnaire survey, it was found the current status of civil servant training effectiveness evaluation in Chongqing, and some problems have been exposed. Then it combines with Kirkpatrick model, related policies and regulations, taking the new civil servants training as an example, using Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation Method, to construct a training effectiveness evaluation index system and fuzzy comprehensive evaluation model, finally propose a training effectiveness evaluation support system for the exist problems.
