Since 1990's, the globalization process developed rapidly and obviously, having become the most outstanding characteristic in contemporary world economy. How to moderate the relationship between globalization and Chinese society modernization, use the globalization wave tide——this 'double blade sword' to accelerate the modernization of China, make the modernization of China become the necessity part of the economic globalization, in the meantime ,exert the influence that China should exert to the globalization progress, exertive its special function, rather than contrary. This has become a new challenge that appears on the desk of Chinese government in 21st century. Learning type organization theory is a kind of macro management theory. It not only contributes to the reform and development of the business enterprise, but promotes the innovation and development of various organization. Therefore it becomes modern management theory and can be accepted internationally. The government is the constitute part that has authority and influence at the most among the social organizations.Owing to above understanding, this thesis is divided into six parts to carry on studying and researching totally, including preface, theories scale of learning type government and important meaning, the fulfillment progress and initial result of setting up learning type government in our country, key problems on setting up learning type government in our country, the basic thinking way of further setting up learning type government and conclusion.In the preface part, this thesis introduces globalization times bring the impact to the traditional government bureaucrat system, and this makes it necessary to set up learning type government increasingly.
