In recent years , there have been frequent reports about public safety emergencies.From the social security incident-US 9.11 Incident in 2001 to the public health incident-SARS Incident in China in 2003 caused by an unknown virus, from the anthropogenic accident disaster-America and Canada's large area power outages in August 2003 to the natural disaster-Indian Ocean Tsunami at the end of 2004, all kinds of energencis pose a very serious threat to human safety and social stability.They time and again constantly pose a challenge and bring the sad tragedy to human.After the case of SARS, public safety management becomes a focus of attention for Guangdong government.On one side, the work of public safety management started late, and still exists many problems, though it achieved remarkable results.On the other side, the lack of talent of public safety management seriously affects the work of management.Therefore, we need to put the training of public safety management to the outstanding important position to improve the capacity of administrators of public safety.However, according to the status quo, our training system is still not yet perfect: expired training methods, contents lagging behind, hardly meeting the needs of public satety management training.So, to improve the current training syetem of public safety management will provide significative value for us.This paper bases on the project "institutional innovation and professional personnel training and development about public safety management".And the research object is mainly about the administrators of public safety in Guangdong Province.Using interview research, literature research, system theory and expert analysis methodology, this paper builds the training system in public safety management based on competency.This training system includes one core (Competency), one object (Administrator of Public Safety), three levels (System, resource and operations) and four steps ( Training needs analysis, scheme, implementation and evaluation) .Based on the competency model, and combined the training needs analysis, this paper set the training contents, choose the training methods, and builds the preliminary training system in public safety management based on competency.Based on the competency model, this paper take the example of Quality and Technical Supervision of Guangdong Province. After training needs analyzing, we plan the training scheme and implementation.Through investigation and data analysis for 24 civil servants, we get the conclusion of this model's effect: The training system in public safety management based on competency is both maneuverability and effective in fact.This system can be able to combine the theory and fact, and setup the course in reason, plan the scheme based on competency and needs. Also it can increase the absorptivity of knowledge, and achieve the best effect of training.Through training based on competency, the capability of administrators of public safety will be enhanced.This paper was the preliminary exploration of the training system in public safety management in Guangdong based on competency.The writer hopes this thesis will offer a reference for further optimizing of the training programme for public safety management in Guangdong.
