In this paper, the concept of competency is used to design the future system for the No.l Steel Manufactory of Shanghai. The object is to improve the training's pertinency and validity of the No. 1 Steel Manufactory. It also can greatly improve the employees' capability. So that, the new equipments and the new product lines, which replaced the old ones, can be treated with. Plenty of interviews and questionnaires and inquisitions with the managers who have taken charge the No.l steel Manufactory training and the students who have taken part in the training have been done after being supported by the general manager and the communist party's secretary of the No.l steel Manufactory. This ensures the paper is facticity. During the new system's being constituted, the concept of "competency" is being introduced. The competency was firstly put forward by P.H. McClelland, who is a famous psychologist and a professor of Harvard University. It includes a series of factors, such as ability, personality, work-style, etc. These factors have direct cause and effect relation to people's work performance. The competency is the root, which influences the enterprise's performanceDuring the new system's being constituted, system-plan from four aspects is worked on. The four aspects are training requirement analyzing, training program framing, training program controlling, training evaluating. The function of competency mainly materializes the training requirement analyzing. In order to strengthen the training's validity, the enterprise should carry through selecting according as competency before training, and the enterprise should send the most appropriate employees to training. According to competency dictionary and model, defmituding the competency gap among the employees can make the training has a definite object in view. The last object of training is to improve the organization's performance by improving the employees'competency. In this paper, plenty of sheets have been designed according to the No. 1 Steel Manufactory's material things, and this will make the design of the new system has more operational function.The No.l Steel Manufactory belongs to large-scale steel enterprise, the number of the employees exceeds 10, 000. The people who the training system mainly aiming at is these key-station employees.
