As a specific politics system, cadres selection and appointment system belongs to the superstructure in politics, which relies on and serves economy. And it also inter-influence and limit other factors belonging to the superstructure. Since the PRC was founded, China has gone through the establishment and restructure in the beginning, the destruction and retrogression during the "Cultural Revolution" and the constant reform and innovation after reform and openning up in cadres selection and appointment system. At present, China has almost finished the transforming from planning economy to market economy and CPC has also nearly finished its transforming from traditional revolutionary party to modern ruling party. And our cadres selection and appointment system is more scientific, institutionized and democratic than ever brfore. However, compared to the ruling capacities construction and the requirments of advanced conctruction, cadres selection and appointment system still has the feature of planning. The degree of cadres selection and appointment system is not high and the style and effect of democracy still need to be enhanced. Questions are the cadres are not of high quality. They can only be promoted but not on the opposite direction. Cadres are selected from a small group. And this has left us vast spcae in reforming cadres selection and appointment system. We must emancipate our mind from planning economy times and deepen structure and leaders team reforming, according to the requirments of economic and politics reforming. We should apply the advanced evaluation and selection system in cadres selection and appointment system, giving focus on democracy, opning, fair, competition and best first. We should try to establish a personnel selection mechanism featuring scientific, standard and democratic so as to provide strong support to the building of a well-off society.
