The monograph will be mainly devoted to the thorough discussion of the historical development and the theoretical as well as practical issues of the system of public selection of cadres in China .the important position of the cadre selection and appointment system in the general political background of socialism with Chinese char-ataractics is clarified, thereby establishing the analytic framework of this monograph. The political system in China is the sys-tem of multi-party cooperation under the leadership of the CCP, which is a key element in socialism with Chinese characteristics .Therefore ,not only is the system in system ,its further reform and development are also determined and restricted by the party system. What is most important is that the system must help to strengthen the ruling position of the CCP. And this is the basis of analyzing the development of the cadre appoint-ment system in China and the system of public the cadre selection. Based on the analytical framework of this monograph, it follows that ,as a system of cadre selection and appointment ,the current system of public selection and appointment will necessarily be restricted by social and historical conditions and by the basic laws of the cadre sys-tem in China. Therefore, it must conform to the principles of subordination of all cadres to the leadership of the Party ,selecting people who pos-sess both political integrity and professional ability ,and legality .The monograph the public selection system of leading cadres in terms of the relation between its structure and function according to basic viewpoints of system of leading cadres and deep research on systems and methodology of Western systems for selection and appointment of senior public selection system of leading cadres . This monograph conducts a comparative study and evaluation of the system of public selection and appointment, of leading cadres, other existing systems of cadre selection and appointment, ancient Chinese imperial examination of cadre selection and appointment ancient Chinese imperial examination systems, and contemporary Western civil service systems. The purpose is to help people better understand the value and function of the system of public selection and appointment of leading cadres and pro-mote its sound development by absorbing other systems advantages .Through comparison and evaluation ,we are able to see that the system of public selection and appointment of leading cadres cannot replace all other systems for cadre selection and appointment to become the sole system used ,but it is bound to be the major one because of its unique features and functions the monograph analyses the external factors, namely ideology ,vested interests and related system ,which limit the implementation of the system of public selection and appointment of leading cadres .
