Research On Mechanism Of Official Comeback Under Administrative Accountability System In China

The administrative accountability system is the organic constituent of the national political supervision system,two provincial and ministerial officials,Meng Xuenong and Zhang Wenkang,were dismissed because of poor work during the SARS period when it is studied as the practice of institutionalization in China,a large number of officials is held accountable because of the same reason in the next period of time,this incident marked the beginning of the administrative accountability of our country.Ten years since then,there were officials accountable events one after another,the system of administrative accountability in our country is becoming more and more perfect and standard,which plays an important role in improving the responsibility consciousness of the government officials and establishing the clean and efficient responsible government.But in recent years,with the high-profile accountability of the officials,there have been a low-key comeback of the accountability officials phenomenon and lightning comeback aroused public discontent.There are many problems in the back of the accountability official in our country,such as the absence of the comeback law,the comeback program is not open,the lack of strong supervision mechanism,especially the public's supervision is not implemented and so on.This has become a great threat to the administration accountability which has just been established in our country,and seriously damages the authority,seriousness and validity of the administrative accountability system.Therefore,it is urgent to improve the comeback mechanism of the accountability official in our country.There are six chapters in this paper,the first chapter is the introduction,which mainly introduces the background and literature review of the topics.The second chapter discusses the meaning of the administrative accountability system and the mechanism of the accountability official,and the relationship between the two parts;The third chapter analyzes the official comeback mechanism under the administrative accountability system,and puts forward the existing problems;The fourth chapter compares the officials comeback mechanism in Japan and Korea as well as the officials of the Taiwan area,and highlights the practice of building a good return mechanism for the officials' comeback mechanism under the administrative accountability system in China;The fifth chapter puts forward a number of concrete and feasible suggestions for the status quo of the Chinese officials comeback mechanism discussed in previous chapters;In the sixth chapter,as a summary of the whole thesis,the problems and the point of view of this paper were summarized in order to offer words and ideas for officials comeback mechanism under the administrative accountability system in China.
